We are starting to get our video guys into the 21st century (yay!) and they brought up a tool request that may/may not be a possibility for CS, but you know me, why not ask anyways.
A very common edit request is to remove a sequence (i.e. the scene with the guys sitting should be cut or replaced) It would be ultra cool if there was a way within a comment to mark start and end times for that type of cut.

I have spoke to Bernie and this is what we have come up with. I would like your input before we continue.
What we have envisioned is having an icon near the video timeline which would when clicked, give you 2 target points (start and end) above the timeline. You drag each to where you want the crop to take place and then you click a submit/save button.
This would then start an add comment dialog with the following injected into it:
Start: 2:42
End: 2:53
Duration: 11 seconds
- - - - - - - - - - - - - - - - - - - - -
You can then leave your comment below.

question would the timeframe be highlighted for that portion at all?

We did think about highlighting the timeline, but there is no benefit to having it. You cannot tell what the start/end stops are (you can only guess). And if there are multiple start/end stops comments they will begin to overlap and you will not be able to make heads or tails or any of them.
